    The story begins in Strasbourg, where Napoleon, returning from Austerlitz, stopped. There, he was informed of complaints from Alsatian Christians against the Jews: the latter were accused of mortgaging numerous Alsatian properties and engaging in completely disproportionate usury. The Emperor promised to remedy this situation. In truth, this was a long-standing struggle by the people of Strasbourg against the French citizenship granted to Jews by the Revolution. Napoleon then demanded general regulations on credit and reforms for the Jews. To this end, he ordered the convening of a grand Sanhedrin, which was to solemnly proclaim the views of the Jews living in French territory. The stakes were high: the very reason for Judaism's existence on one side, and integration and citizenship on the other. Previously, in 1806, the Emperor ordered an assembly of Jews to be convened. They were to unanimously answer twelve questions he posed, the most notorious being, “In the eyes of the Jews, are the French their brothers or are they foreigners?” The future of the Jews of France was at stake. Following the debates, Napoleon imposed a solemn sanction on these answers. The Grand Sanhedrin was to convert the Assembly's responses into doctrinal decisions. This took place in Paris in 1807 and is presented here in its original form: the Hebrew text and its French translation side by side.
